    These are the words that decry Madagascar prosperous and modern on the eve of the presidential election. What about the rule of law and the goal of development ?

    Rule of law and development, which causes which? Personally development is a difficult goal to achieve in one state or the rights (both public and private) are no longer respected. This environment is ideal for a rather predatory economy, (socially and economically destructive) but is not conducive to the development of a creative economy innovative wealth.
